Indian Health Service Management Analyst in Aberdeen, South Dakota

Summary

This position is located in Great Plains Area Indian Health Service, under the Office of the Area Director in Aberdeen, SD. The purpose of this position is to perform a variety of complex management analysis assignments where the employee applies qualitative and quantitative methods to the analysis and evaluation of administrative operations, organizations, and management practices to determine their efficiency and effectiveness.

Responsibilities

Analyzes and evaluates the management practices and methods, and Administrative operations of substantive organizations and complex functions. Identifies best practices and advises organizational leadership on how they could be adopted throughout the organizational leadership on how they could be adopted throughout the organization. Provides expert analysis and evaluation of work processes and policies, management practices and work operations taking into full consideration complex Legislative, programmatic and management issues and problems. Develops implementation plans with milestones, timetables, audit trails, and evaluation procedures Reviews and evaluates managerial policies and procedure to determine gaps where additional guidance is needed and analyzes the impact of new or proposed legislation on agency operations Compiles data and prepares complex administrative and management reports that emanate from the Department or high echelons in the organization

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS:

Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: GS-13: 1 year of specialized experience that equipped me with the particular knowledge, skills and abilities to successfully perform the duties of this position. This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service as described in the vacancy announcement. Examples include: Perform extensive studies that analyze and evaluate management practices and administrative operations. Analyzing complex subjects such as policies and procedures to determine their impact on organization structure and function. Experience with authorizing legislation, management control systems, and agency policies and procedures. Experience in researching, analyzing, and drafting recommendations on possible courses of action for program managers and senior leadership. Time In Grade

Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.

Additional selection(s) of candidates may be possible within 240 days from the date the certificate of eligibles was issued for this announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit.
