Veterans Affairs, Veterans Health Administration Dietitian - Clinical Nutrition Section Chief in Fort Meade, South Dakota

Summary The Clinical Nutrition Section Chief oversees the clinical section of Nutrition and Food Service and directs a comprehensive nutritional care program. The Clinical Nutrition Section Chief is responsible for planning, directing, coordinating, and evaluating clinical nutrition and nutritional education programs. Supports facility mission and coordinates clinical nutrition activities with other services and units, clinics and local community. Responsibilities Duties include, but are not limited to: 1) Clinical manager must be able to perform all duties of subordinate clinical dietitians. 2) Functions as a professional and technical advisor to clinical staff, other allied healthcare professionals, program directors and managers throughout the medical center/facility. 3) Develops, and implements nutrition therapy programs. 4) Reviews and updates nutritional care manual based on latest research and clinical practice. 5) Ensures that materials utilized in patient education are based on current literature, practice and research. 6) Keeps abreast of current scientific, technological, theoretical and treatment modality changes, as well as management theory, relating to the provision of nutrition care. 7) Develops and implements nutrition care protocols using principles of evidence-based practice to establish and/or improve nutrition care guidelines. Evaluates the care given to patients to assure compliance with standards. 8) Directs the provision of nutrition therapy by supervising the activities ofclinical dietitians and dietetic technicians, which includes nutrition screening, assessment, monitoring and education. 9) Plans and reviews modified menus based on regular menu. Coordinates nutrient analysis and assures menus served meet the VA Healthy Diet Guidelines. 10) Reviews electronic medical records of patients to substantiate that clinical staff meet established guidelines of care that meet the needs of patients. 11) Develops positions descriptions or functional statements and determines the level of competency necessary to meet mandatory job requirements. 12) Develops performance standards and competency statements. 13) Conducts performance reviews and competency assessments. 14) Evaluates performance of dietitians and dietetic technicians and uses the incentive award process to recognize staff for performance awards or special contributions. 15) Supports and/or implements clinical enhancements of computer/software programs. 16) Collects data for preparation of the annual report for submission to VA Central Office. 17) Prepares and submits a variety of clinical and administrative reports, as required. 18) Conducts staffing and productivity studies to ensure effective manpower utilization. Assures that clinical encounters and workload statistics are maintained. Adjusts staff assignments/schedules accordingly. 19) Recruits, interviews and recommends selection of new clinical staff. 20) Recommends and initiates disciplinary counseling and actions for subordinates, as guided by Human Resources Management, Union Contracts and N&FS policy. 21) Motivates employees to operate as an effective working team utilizing constructive coaching techniques through individual and group communications. 22) Functions as a professional and technical advisor to other care lines and/or services. 23) Participates in or chairs medical center committees as assigned (i.e. Nutrition Committee, Nutrition Support Team) 24) Develops and/or revises policies and procedures for the clinical nutrition section. 25) Effectively applies EEO principles. 26) Develops strategic planning goals and objectives for the clinical program and proposes nutrition policy changes regarding patient treatment and healthcare issues related to the provision of nutrition therapy. 27) Supports and/or participates in clinical research studies performed in the medical center and assures all research-related projects by the registered dietitian are in compliance with the regulations of the facility's Institutional Review Board. 28) Implements and coordinates a continuing staff development program. 29) Ensures that all clinical nutrition staff meets mandatory and continuing education requirements to assure maintenance of registration status through the Commission on Dietetic Registration and to maintain scope of practice. Supports employee development by encouraging participation in promotional activities, acquiring experience in specialty areas and/or board certification. 30) Supports the goals and objectives of Dietetic Training Programs and provides a positive learning experience for dietetic interns and students, as well as other medical center trainees and students. Basic Requirements: Citizenship: Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with chapter 3, section A, paragraph 3g, this part.) Education and Supervised Practice: (1) The individual must have earned a bachelor's degree from a U.S. regionally accredited college or university or foreign equivalent and fulfilled each of the following criteria: (a) Completed a didactic program in dietetics accredited by the Accreditation Council for Education in Nutrition and Dietetics (ACEND), formerly known as the Commission on Accreditation for Dietetic Education (CADE). (b) Completed an ACEND accredited or approved supervised practice program. Supervised practice programs are post-baccalaureate degree programs that provide supervised practice experiences which meet the eligibility requirements and accreditation standards of ACEND, formally known as CADE. Completion of a coordinated program in dietetics fulfills the requirements of a supervised practice program. Time spent in a dietetic internship or supervised practice program does not qualify as creditable experience. (2) Individuals who have earned college and/or university degrees outside the United States and its territories also must have their transcripts evaluated by a foreign transcript evaluation service to determine if their degree is equivalent to a degree granted by a regionally accredited college or university in the United States. Validation of a foreign degree does not eliminate the need for verification of completion of didactic program, dietetic internship, or coordinated program requirements. The completion of ACEND didactic program requirements and at least a bachelor's degree from a U.S. regionally accredited college/university or foreign equivalent are necessary for eligibility to enter an ACEND-accredited supervised practice program. Registration/Certification: All applicants must be registered with the Commission on Dietetic Registration (CDR) the credentialing branch of the Academy of Nutrition and Dietetics formerly known as the American Dietetic Association (ADA). English Language Proficiency: Dietitians must be proficient in spoken and written English as required by 38 U.S.C. 7402(d). Grandfathering Provision: All persons employed in VHA as a dietitian on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and registration requirements or board certification, if applicable. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following apply: Such employees may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Dietitians who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis until they fully meet the basic requirements of the standard. Dietitians initially grandfathered into this occupation who subsequently obtain additional education and/or registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Employees who are retained as a dietitian under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a dietitian. Grade Determinations: GS-12 Clinical Nutrition Manager Experience: Completion of 1 year of experience equivalent to the next lower grade level (GS-11).Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate the following KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): Ability to develop, maintain, and supervise a system of internal reviews and direct quality control and performance improvement studies to assure compliance with various accrediting, regulatory, and agency authorities. Knowledge of the principles of program management and oversight required to develop program goals and objectives, administer and monitor program, evaluate program outcomes/accomplishments, set and redefine priorities, and implement effective solutions in processes and/or systems as needed. Ability to act as a consultant for staff. *Ability to determine the continuing education needs of staff and appropriate resources to meet those needs. *Knowledge of human resource management principles and the ability to manage/supervise, i.e, plan, organize, delegate, direct, control, review activities of groups of subordinates. Knowledge of the principles and practices of nutrition care and the treatment of complex cases in clinical settings in order to develop, implement, and coordinate best practices and supervise clinical nutrition staff. Preferred Experience: Have supervisory experience in a clinical setting; worked as a clinical dietitian; VHA experience.
