Responsibilities

This is a Park Ranger (Protection) position that performs law enforcement and investigations of crimes relating to federal statutes and regulations at Wind Cave National Park and may perform law enforcement duties at Jewel Cave National Monument. Most frequent law enforcement duties include road patrols, traffic enforcement, boundary integrity, investigation of motor vehicle accidents and crimes involving illegal take or exploitation of wildlife. The selectee issues citations, responds to emergency calls, and takes initial action necessary to preserve the peace, resolve problems, protect visitors and resources, apprehend violators, and ensure compliance with laws and regulations by using a continuum of techniques extending from verbal or written warnings through citation and physical custody arrest. Informs visitors about park facilities and resources. May also serve as a member in all-risk operations such as search and rescue on land or in a cave environment, wild land and prescribed fire operations, and emergency medical services. If qualified, may be called upon to utilize firearms to euthanize ill or injured wildlife and participate in cave exploration/mapping operations. Performs crowd control duties at special events or during high use periods. May assist with campground management and administration of special park uses.

While some work may be performed in an office setting, most of the work is performed outdoors in all kinds of weather and climatic conditions. The work is performed at various hours of the day and night and for prolonged periods during emergency situations requiring use of a wide range of personal protective gear (some of which may be uncomfortable, hot, or inconvenient to wear), adherence to specific safety procedures, and other precautions. Long periods of surveillance work may be required in cramped, or unpleasant locations and under unpleasant conditions. May require entry into hazardous environments; exposure to dangerous persons, animals, and substances; and potential exposure to infectious diseases.

U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Selectee(s) will be required to carry a firearm while performing duties and maintain firearm proficiency. Selectee(s) must be free of any domestic violence convictions. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination. You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use. Prior to appointment, you must be determined physically fit by an authorized government physician to perform strenuous and physically demanding duties; and also pass a medical examination (which includes vision, hearing, cardiovascular, and mobility of extremities) given by an authorized government physician. You will also be required to undergo periodic medical examinations throughout employment. Prior to appointment, the people selected for these positions must be determined physically fit by an authorized physician to perform strenuous and physically demanding duties, pass a medical examination, and pass the Physical Efficiency Battery (PEB). The PEB is a fitness test consisting of five different components: 1) agility run - measures the ability to get up from the ground and sprint while changing directions; 2) bench press - measures upper body strength for one repetition; 3) 1.5 mile run - measures cardio/respiratory fitness; 4) sit and reach - measures flexibility in the lower back, legs and shoulders; and 5) body composition - measures body fat. Prior to appointment, selectees will be tested in all five components, and must pass the agility run, bench press and 1.5 mile run in the 25th percentile. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work evenings, weekends, holidays, overtime and shift work. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

Qualifications

Selective Factors:Applicants must meet ALL of the following to qualify: * Must currently possess, previously held (within the past three years), or be able to obtain a valid Type II (seasonal) or higher National Park Service (NPS) Law Enforcement Commission, or equivalent, by entrance on duty. More information can be found in the 'Education' section of this job announcement. * Must currently possess or be able to obtain a National Registry Emergency Medical Technician-Basic certification by entrance on duty. * Must have a current, valid State Driver's License by entrance on duty date. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you. * NOTE: Physical fitness requirements must be met prior to and on a continuing basis during employment. There is a high-stress component to much of the incumbent's work assignments.

Applicants must possess at least one of the following minimum qualifications by close of the announcement: * EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience could include Park Guide or tour leader; law enforcement or investigative work; archeological or historical preservation research work; forestry and/or fire management work in a park, recreation, or conservation area; management, assistant, or program specialist work involving the development and implementation of policy related to protection, conservation, or management of park areas or similar operations; or other similar work. You must include hours per week worked. * EDUCATION: Successful completion of at least one full academic year of graduate education in a directly-related field such as natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement, police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. Course work in fields other than those specified may be accepted if it clearly provides applicants with the background of knowledge and skills necessary for successful job performance in the position to be filled. One year of full time graduate education is defined as 18 semester hours. You must include transcripts. -OR- * Successful completion of a COMBINATION of education and experience as described above. Only graduate education can be credited towards the education requirement. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

Law Enforcement Commission: This position requires applicants to possess, previously held (within the past three years), or be able to possess, by entrance on duty, a valid Type II (seasonal) or higher level National Park Service (NPS) Law Enforcement Commission (or equivalent), which requires completing training from an accredited institution, which currently consists of over 650 class hours and lasts on average 17 weeks. Please visit the Association of National Park Rangers' Seasonal Law Enforcement Training Program (SLETP) for additional information on approved training courses and equivalency for commissioning.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institutionwith your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Temporary positions not-to-exceed 1039 regular hours (about 6 months) in a service year may be terminated sooner or extended depending on management needs. Individuals selected under this vacancy announcement may be eligible for rehire in subsequent service years provided the employee does not exceed 1039 hours of work in their service year.

Work regularly includes long periods of standing, hiking and/or climbing, in many cases on uneven, steep, rough, slippery, and/or rugged terrain. Strenuous exertion is frequently required in law enforcement, firefighting, search and rescue, medical and related emergency activities. Lifting or carrying equipment weighing over 50 pounds such as firefighting or search and rescue equipment is required. In some assignments, heavy packs may have to be carried long distances over mountainous, desert, or snow-covered terrain.

Duties involve physically rigorous assignments, oftentimes in isolated outdoor environments, frequently while exposed to severe weather conditions. Dangerous persons must be physically confronted, subdued, and apprehended many of whom are known to carry weapons. Criminal investigations often must be carried out without regard to fixed work schedules, days off, or opportunities for proper rest or nutrition.
