Base salary is determined by the knowledge, skills and abilities of the applicant.

LOCATION: Rapid City, SD
Supervise Transmission Planning engineers responsible for the reliability and expansion planning for the Bulk Electric System and sub-transmission system in compliance with NERC, WECC, federal and state requirements through the application of engineering principles and technical knowledge.
REPORTING RELATIONSHIP: Manager, Transmission and Distribution Planning
ESSENTIAL JOB FUNCTIONS:
Provide leadership, guidance, and supervisory support to assigned engineering staff in their efforts to meet Company and department goals.
Lead the development and execution of computer-based load flow and short circuit studies required to fully evaluate the electric transmission system to establish short-term and long-term transmission project proposals to be included in the strategic plan.
Manage and support the completion of studies associated with the interconnection of new load, generation or transmission facilities.
Perform technical report writing in support of study efforts and regulatory policy and technical workshops, rule makings and hearings.
Manage the development of project recommendations to support the creation of the capital project portfolio.
Represent BHE’s interests in national, regional and local committees, task forces and working groups.
Manage project work and maintain relationships with consultants and retained experts.
Manage and maintain full compliance with all applicable FERC, NERC and WECC Reliability Standard requirements as a technical subject matter expert and Primary Standard Owner.
Assist in the development, execution and tracking of annual capital and O&M budgets.
Provide project management and administration support for assigned work.
Perform transfer capability analysis on established transfer paths.
Prepare and maintain transmission, generation, and load data used for power flow software models.
Sustain personal development to maintain proficiency in areas of responsibility in order to develop sound recommendations.
Support safety, diversity, and social responsibility goals of the department and company.
Ensure compliance with federal, state and NERC regulations.
Act as a technical subject matter expert in regulatory proceedings as needed.
Responsible for identifying and implementing continuous improvement initiatives.
Provide after-hours leadership and engineering support as needed during outages and emergencies.
Maintain effective working relationships with all employees in Transmission & Engineering Services and with all Black Hills Corporation employees.
Coordinate with and support employees from electric utility operations, regulatory, legal, land and right of way, GIS and IT
Maintain professional relationships with suppliers, contractors, external customers and other stakeholders.
Three years of experience in relevant engineering field required.
7+ years electric utility transmission planning, engineering, or operations experience preferred.
Proficiency with PSS/E power flow & dynamics simulation software or equivalent is preferred.
Three to four years of experience in electric utilities preferred.
Prior supervisory or project leadership experience preferred
Bachelor’s degree in relevant engineering field required, EE preferred.
Power Systems emphasis in Electrical Engineering preferred.
Strong working knowledge of interconnected electric transmission systems planning and operations including power system modeling and analysis.
Understanding of the design and construction of electric utility transmission and distribution systems.
Knowledge of FERC, NERC, and WECC policies, procedures and standards.
Familiarity with the National Electrical Safety Code and electric utility industry safety work practices.
Strong leadership, financial and technical skills.
Ability to effectively lead and participate in cross-functional teams.
Detail oriented with a focus on documentation and organization.
Strong verbal and written communication skills.
Innovative, analytical and methodical approach to developing comprehensive solutions
Strong computer skills, including proficiency in PSSE (or other power flow modeling software), Aspen One Liner (or other short circuit analysis software), MATLAB, and Microsoft Office.
Ability to learn and maintain proficiency with use, programming and automation of new systems and software as technology evolves. Python coding skills preferred.
Strong project management skills and the ability to manage multiple projects concurrently within scope, budget and schedule.
Proficiency in reading electrical one-lines, control drawings and schematics.
Professional Engineer (P.E.) license preferred
- Requires travel within the electric utility service territories (South Dakota, Wyoming and Colorado) and for support of corporate subsidiaries, professional conferences, state utility commission meetings and other industry meetings as necessary.
